Do I need an Emergency hearing for Varying a Child Arrangements Order?

Hi, has anyone done this? How long does it take? I'm trying to stop my children from staying overnight with ex, not stop all contact, but he is point blank refusing. I have safeguarding concerns involving child neglect, children returned ill, food poisoning, unwashed, dont eat properly, are often left alone, primary school age and one with special needs (ASD). Living in unsuitable temporary accommodation which involves sleeping with one child, no fridge, no working washing facilities. I have spoken to children's services and they advised I return to court. They can't help if there is a responsible parent that children live with most of the time, they said just stop contact. SO, my question is, if the next overnight is coming up, do I apply for an Urgent hearing to vary?

Sounds like a court would find these unsuitable conditions.. Dc at the very least need access to hot water and their own bed..

I was told many years ago I could stop contact for safeguarding reasons .

There was no court order though . I would seek legal advice
