Contact cut with my adult child

Hi, I was hoping for some guidance. I have a friend who is currently separated from their ex. They have a daughter - aged 19 with severe learning disabilities (non verbal), who the ex is stopping my friend from seeing.

What are the legal options to have contact reinstated?

Does either parent have Power of Attorney for their DD?

They could always contact social services (there has presumably been some involvement with professional authorities when the adult dc was a child), explain the issue and ask for a welfare check.

You're friend should speak to a solicitor. They can apply to the Court of Protection to make a decision about who should be responsible for their living arrangements.

Thank you for all of your replies - yes both parents have POA, they are contacting Social Services tomorrow. The issue apparently is that my cousin has a new partner and it is the partner that the ex has an issue with. THey're saying the daughter can't see her parent with the new partner around.
