Home insurance - can they make me pay 2 months later?

Apologies in advance if this turns into a long story - I will tey and stick to key points!

At begining of July, I made a claim on my home insurance as a waste pipe under my house became dislodged and sewage was spilling out. I had the repair made and then insurer instructed a company to come out and do assessment and sanitisation. They came out twice but a smell still remained in my property. They then sent out another drainage company to do CCTV on my pipes to ensute no other leaks thats causing the residual smell. No other leaks - good. However, this second company have written "claim declined" on their report. Now Im confused. Can my insurer now force me to pay for all sanitisation work done to date!? The way they spoke on the phone originally made me believe the first company were assessing the validity claim. (They did, the work was then approved by insurer) Im totally confused.

Im assuming/hoping the "decline" is in relation to the validity of a 2nd phantom claim.

Hope that makes sense! Any advice greatly recieved.
