Issued a C100, and C1A form to court but how long does it take?

My partner shares 2 children with his one, one lives with us full, and the younger one, normally lives with his mum full time - her decision. We have recently discovered that she is using crack cocaine, and has a substance issue with other drugs and alcohol, and is using with her current partner, in the house, when the kids are there. my partner has challenged this, and her response was that if the kids dont see it whats the problem?! He has stopped his younger son from going back to his mums, and in an attempt to try to force here into getting some help, and we have raised a C100, C1a without notice on Thursday of last week, but are still waiting to hear from the court - where there are issues of drug use, i thought these were dealt with relatively quickly?
The court is now giving us the runaround, saying that this hasnt been processed yet because they are short staffed but my partner wants to get this resolved asap for residency, so tht we can get his younger one into a school, at least and settled. There are other issues surrounding the mum, and social services are involved and investigating other members of her household - what do we do?

If you ticked all the boxes for urgent hearing then you should expect to get your initial hearing within 2 weeks but the court service is woefully underfinded - IT systems are bad, there's not enough staff behind the scenes, and there aren't enough judges.
