Brother refuses to sign Beneficiary contact form and Revenue Cert needed for sale of house

My mam died and we are currently trying to put the house through probate so we can then sell it, we all got a form asking for our PPSN tax number and adddress and proof of address, my brother flat out refuses to sign it, because apparently he owes a lot to revenue, and doesn't want to pay, what do i do? IF i tell the solicitor will she still put the house through probate, would it delay it, i was thinking of just putting his name and address on form anyway and let revenue follow up, would this mean the house would be sold, but for his share revenue would take what they are owed? they wouldnt take the share before the house is divided as i feel this would be so unfair as i work, pay taxes. ANy advice on what to do? Thanks a mil
