Can my mums husband sign as a witness?

Our mortgage documents need signing by someone who is not a relative. Does this mean my mums husband can sign it?

IANAL but I wouldn't have thought so. He's a pretty close relation by marriage. I always pop in to neighbours for things like this (and offer the same service in return).
