Ex- Wife changed locks and stole heirlooms whilst whilst my dad in intensive care!

My father went into hospital for surgery and was found to have advanced cancer. He died on 12.05. .He had a joint tenancy with his ex- wife of whom he was trying to get out of the flat so that he could have end of life hospice care at home. The council changed the door lock before he died and without telling him. His ex- wife stole all his gold jewellery and possessions. I have asked her for them. She has said he didn't have any. I know every piece of handmade 24 CT gold he has and its lots and expensive. I am going to report it to the police but was also thinking the council had a part in it as they changed the locks before my father died. I asked the housing office and they are being very unhelpful. Any advice please?
Basically as joint tenants you can't change the lock without letting the other know about it and why did the council go ahead and change the lock?
Any advice welcome, thanks in advance.....his jewellery was meant for his son and grandson's....I am so upset......

I’d definitely report to the police and see what they advise. Have you got definite proof it was his ex-wife?

Did he have a will?

Definitely her as my dad was constantly asking her for his jewellery and she said to him she will ask her daughter ( who doesn't live there) where she put it....I had a key to the flat that my dad gave me and went to get underwear and pyjamas for him whilst he was in hospital and she had already given away all his aftershave collection on his dresser which was full to the brim........
