What can my mum do about someone leaving bags of rubbish outside of her house?

Someone keeps leaving bags of rubbish outside my mums house, they hang over her garden wall and dump them in her garden often pouring the rubbish out of the bags. It’s happening during the night when she’s asleep. Iv suggested she gets cctv, if this is the case and she gets cctv footage of who is doing this, what can be done? My mum is elderly and has no enemies so we arnt sure why her house is being targeted

Does someone think she’s dumping rubbish and they are returning it?

if it’s just vindictive then big obvious cctv might help. I’m not sure who you’d report it to. If It was the pavement then the council might help as it’s flytipping but not sure about garden. I guess police as it’s harassment?

can you install a Ring doorbell for her to catch whoever it is and then show it to the police or if its a regular thing can someone be at her house and be awake to catch them. What sort of rubbish is it, does it have anything with names and addresses on it.

Is this in a regular day or randomly?

If the former, I’d have a word with the local pcso, see if they’re able to look out for the culprit and have a word.

I would report it to the police. This is harrassnent of a vulnerable elderly person.
