Passport photo page not good enough for identification purposes

In the last few months I have had to provide photo id for various reasons - new job, conveyancing etc and as I don't have a photo driving licence I have sent a copy of the photo page in my passport. Three out of four times I have been notified it wasn't enough or not valid and then had to go through a series of other checks for my id to be verified.
So today it has happened again and I'm wondering if it's because the passport photo isn't clear enough. Unfortunately the organisations who require the id checks just send the documents off somewhere else and are not told why they have been rejected. Apparently it happens a lot Confused

Has anyone else had his problem? I feel like I want to ask for a new passport. I know it's not that much of a big deal but it holds things up. I'm tempted just to pay for a photo driving licence but am wondering now if I am on some system somewhere with a flag against my name so the new driving licence still wouldn't be good enough!

Probably because it doesn't have your address. Combining with a recent council tax or utility bill should make it satisfactory.

Yes I provided marriage certificate for change of name and a utility bill. You'd think that would be enough

Is it a scanned copy or a photo of the passport page? I have found some places only accept scans not photos.

It’s because a proper ID check won’t accept a copy/scan. They need to see the original passport, a certified copy by a Solicitor, or a for you to do an online ID check which verifies your identity.

I agree with what you're saying but the last two times I've copied dp's passport at the same time and in the same way as mine and his were accepted. That's why I wondered if there was some problem when my passport photo was incorporated into my passport. The last company only wanted photos of the relevant pages, maybe I'll do an upload next time.
