Can my neighbours solicitor give him my email address?

Is it a breach of data protection? There is no other way he could have got it.

Are you and neighbour in dispute ?
If so do you have your own sol or are representing yourself ?
Why would his sol have your email address otherwise ?

I received a letter from their solicitor and had to confirm receipt, which I did by email. I have not instructed a solicitor yet.

Ok. Yes his solicitor should not have given him your email address unless you consented to this for some reason.
Alternatively could it be that he got it from eg a neighbour etc (whether he disclosed why he wanted it or not)?
If this were me I would do the following -
Email to his sol saying you are concerned that they may have disclosed your email to him and to make a strong requirement that no personal info is passed on without you express written consent.
To let them know that you will discuss this with your own solicitor.
To acknowledge that currently you don’t know that this is what has happened but will seek info through your own solicitor about it.
To request that neighbour be asked not to contact you other than through sol.
Instruct sol
Discuss with them.
