Does anyone know the laws with regards holding a premises licence?

It's a question about the licence holder in a small private members club. The licence holder regularly drinks alcohol at work. He's recently been caught drink driving. But he renewed his licence after this? He's still drinking alcohol at work. Management/HR turn a blind eye.
Who can I report him to at the licencing board?

It's either the local council or magistrates. Contact the council and ask whether they have a liquor licensing department and if not ask who you can report concerns to.

Local council licensing dept, usually sits within Environmental Health. If he’s the DPS (designated premises supervisor) I’m pretty sure he has to be a ‘fit and proper person’ which he probably won’t be if he’s pissed.

Thanks, he certainly isn't fit and proper, he's a drunk who has free rein on a bar and doesn't hold back.
