Travel abroad with grandparents after divorce

My niece is going abroad with her grandad after her mum and dad have just got divorced. My niece and her grandad have different surnames. They are going to Hong Kong. Will they need permission from the father? Or papers from the court

Assuming your niece is under 16, they need to either have the consent of both parents or an appropriate court order. That applies regardless of whether or not surnames are the same and regardless of the destination. If they go without this they may not have any problems but they could be denied boarding at the airport or refused entry at the destination.
