Letter addressed to dh only, about joint council tax account - illegal?

Dh and I are joint owners of our house and we're both on the Council Tax bills, yet yesterday he got a letter advising of a change in the computer system that takes the direct debit. Now the direct debit comes from a joint account as well. Is this illegal, to only put his name on the communication? The council website explains that joint owners are jointly and severally liable for the bill. Surely they have a legal obligation to tell us both?

So you're aware of the information, so the letter has achieved it's purpose? If it was illegal (it isn't) what were you hoping for? Just the same concept that even if only one of you is named on the bill that both (or however many live in the property) are still all liable.

I would phone them and ask them in future for you both to be aknoldeged on all letters considering both of you are paying the bill.

I have written asking for us both to be acknowledged. I'm coming at it from the point of view of equality - it's a joint bank account - so the banks always send letters addressed to both. I get the concept of other people living in the property also being liable for the council tax, but this is communication about the bank account from which the money is taken - it's my money as well. And in fact dh doesn't open post for weeks, and never deals with that bank account, or what's coming out of it.
