Is it illegal to harass someone about details of their counselling?

Harassment in general is illegal but it's rather difficult to comment any further than that without knowing any more information.

^ that. But also, whilst harassment is illegal, not everything that you might reasonably consider to be harassment will be legally determined as such.

But we'd need to know what has happened to give a proper answer.

Agree with the above but in any event counselling is always confidential (your counsellor might have to report to their supervisor in very limited circumstances) so if someone is bugging you to tell them what has gone on the correct answer is "none of your business".
