CMS have free access to the site but made the application without checking.
These are shocking stories op. I am sorry I cannot offer you more hope as the only level above where I am is the Sanctions Team. That means driving licence removal, jail.
However, he has the hang of it now and makes payments here and there always weeks late and short. CMS calculations are also wrong - I have had them independently checked .
I can only tell you to keep trying and do not under any circumstances let negative or lazy case workers put you off. You sometimes feel it is all hopeless but do keep on.
