Form children need to submit to court in order to get none resident parent to contribute when they are at university

I was told about this form and that child needs to submit to court before they are 18. It looks like I will have two children at university at the same time. I earn a reasonable amount so think I will have to contribute a lot while their father pays nothing. I really do need to start planning for retirement. ...

It would be Forms A1 and E1 under Schedule 1 of the Children Act 1989.

if they are under 18, you apply; if they are over 18, they can apply if studying or training.

check the position carefully about court fees, it costs £215 to apply unless you are fees exempt.
