Parking fine for parking in Free car park

Our council has been promoting 2 hours free parking in our town centre.

Today i parked my car in thsi free car while I popped into the library. I returned 20 minutes later to find the Council had issued me with a parking ticket for failing to display a Pay and Display ticket.

As the parking had been promoted as free, it didnt occur ro me that a pay and disiplay ticket would be required. Two other people had also been caught in this way. We we over to the ticket machine and had a look at what the board said. It said free parking and then went on to talk about Disabled parking and then right at the bottom of the notice it said you should take a ticket.

On the ticket machine itself it showed the parking charges for over 2 hours and gave instructions on how to buy a Pay and Diaplay Ticket - which wouldnt occur to someone that a Pay and Display would be needed because they were not actually paying for for free parking.

I intend to appeal

Can anyone give me some advice on how I should structure my appeal? It just seems very dishoonest to try to fine someone 50 for something you had publicised as free

I can see why you would be angry but you obviously have to display a ticket showing the time you parked otherwise they wouldn't know how long you had been there and wether you had exceeded the two hours.

Yes, some but not all free car parks tell you to display a ticket. This one did not say Free if you display a ticket. It just stated Free
