riparian rights on sea flooding

hi, is there someone who could assist in my making of a case against a neighbour causing flooding to my property when the sea floods? There is a long backstory to this which I can go into if there is anyone who can spare the time to read it!

Do you have legal cover on your house insurance?

I've enquired - they aren't bothered. They'd sooner pay out and have done with it. Which isn't much help if the neighbours put up a barrier causing us and the rest of the road 6ft flooding the next time it floods.
