Our neighbours want to run a hosepipe across the land at the bottom of our garden on the outside of our boundary fence. The land is currently licenced to us by the council for use as an allotment.
The problem is that the only sensible way to do it is to attach the pipe to our fence otherwise it will get in the way of us maintaining our allotment.
So the question is whether attaching the hose to our fence alters anything in law. I'm concerned because in the future we may get the chance to buy the allotment and extend our garden. Could the neighbours then cause a problem because they have 'Always had the right to'.. the water etc?
Any legally minded advice would be welcome.
