small claims court - letter of intention

Could anyone help me out here?
If someone intends to take you to court (small claims court) do they need to send you a formal letter of intention?
Also, can the letter of intention be sent from someone else on their behalf, or does the person claiming the money need to send the letter themselves?

I have tried searching through various websites but so far can't find a black and white answer.
