CSA have been cocking things up for 19 years now...can I sue them?

Long story short...
Csa have not done their job properly on my behalf for many many years resulting in me getting very little in the way of maintenance (and even then only in the last couple of years while dc was in further education)...they have now calculated that I owe a moderate amount in overpayment.
I will go to jail rather than pay anything back knowing my ex h had paid bugger all from her birth to late teens.
I've written and complained I feel their decision is wrong and asked for all info under data protection act.
They've unearthed yet more mistakes by them and money not being passed to me that should've been, supposedly I was sent compensation of a meagre amount from the csa for poor performance (apparently many years ago, which I never heard of until they mentioned it yesterday) etc etc etc....
Is it possible to sue the csa for incompetence, undue distress, etc?

I would love to know the answer because we have a 10 year dipsute with the tax credit numpties which no one would believe me if I told them about the cock ups and shit we have entailed at every possible angle.

I actually doubt we can sue government agencies but OMG I would love to.

I think that they do have the power to pay compensation for maladministering cases. Not surprisingly they don't like to publish it! I'd suggest that you go through your MP initially.

Thank you for replies...well, I've heard nothing since the phone call earlier in the week, where they claimed they'd have this "all wrapped up" by Friday (today!)....I shall see what tomorrows post brings (typically the agencies send letters for Saturday oddly).
I may resort to contacting my mp as advised.
