Home to School Transport - legal advice needed

I'm trying to understand the Education and Inspections Act 2006 Confused. Can anyone tell me what it says about children in "shared care" arrangements? Which "home" is considered their address for the purpose of home to school transport, and free school meals? If a child spends 50% of time in both homes, are both considered as primary addresses? How is it decided? Can consideration be given to special circumstances?

The parent getting the child benefit is usually classed as the main home.
