I wish i could afford property when i was 19 years old! I have sent this email to southwark council, i would like your views.

To whom it may concern,
I have had 3 telephone contacts with your department, the last one reference 8006507825, regarding the above property and case. I would like to confirm that I have never owned the property in question, or any property, and I also have no connection with Southwark and have never lived there.
For the period 25/12/03 - 31/3/06 I was living in my Mums house,
address hhjhip;iop, my mother nailakdm, is the council tax payer on that address. During that time I had various jobs, and also periods of unemployment, in which I claimed JSA, my NI number is. I was also on the electoral roll at this address.
This matter has concerned me, I do not understand how I can be on the Land registry as the owner of a house I never owned. I would like to ensure that no identity fraud has been done on my name. I also would like to know how there could be a mistake on the land registry. If it is the case that someone with the same name as me owned the property, I would like to know what procedures were followed in confirming that persons identity, for instance checking electoral roll, birth date, NI number, middle name, as i assume before initiating court proceedings, and after phone calls from me informing you that you have the wrong person that this would be double checked, I am sure I am not the only person in the country which shares a name with someone else therefore there must be guidelines existing concerning how to deal with this situation.
As well as this it concerns me that you can issue me with a summons without confirming my identity, or informing me of my legal rights with regards to this matter, and the onus has been on me to prove to you i am not the owner of the property in question, rather then your department ensuring that you are chasing the right person. I have no idea why you think I am this person apart from a land registry says someone with the same name owned that property. Therefore I would like to know what my legal rights are in this situation, and confirmation that guidelines say that you can collect debt with anyone that shares a name with the person who owes you money without sufficient checks, and that it is the responsibility of the person you feel like collecting the money from to put in writing that they are not the right person, rather then your responsibility when informed by phone that you have the wrong person to investigate further.
