renting a property which is being renovated.

My son has been renting a room in a property for 10 weeks. He's signed a contract, but for the 1st 8 weeks the property has been in the process of renovation, and the agent verbally agreed that he wouldn't have to pay rent. The agent has now said he has to pay the rent for those 10 weeks, with the exception of 2 weeks, which he is allowing him not to pay as a 'goodwill gesture'. When he moved in he was told that the work would be completed in a couple of weeks. Can anybody give me some advice about what his legal situation is in this?
