Can anyone advise where my db stands, his wife has changed the locks on their house.

Db wife is away on holiday, he rang her up to say he will be going to the house to collect some clothes etc.

She told him he cant as she has changed the locks.

He is still paying the mortgage, surely she cant do this?

No she can't.

Tell him to contact CAB and/or the solicitor he's dealing with if there is one.

I believe he can use reasonable force to gain entry - perhaps check with police.

But, ultimately, that probably wouldn't help a break-up situation I wouldn't think. Perhaps he should wait for her return and arrange a mutually agreeable time?

Am assuming he owns or jointly owns the house btw.

In theory he has the right to occupy the former matrimonial home because he is married. However, if he no longer lives there it isn't his home anymore and that right has to be balanced against the rights of his wife to privacy and a family life.

Generally speaking it's not a good idea to turn up on the doorstep and get into a heated argument. Reasonable access can be organized through solicitors and if necessary the police can be asked to attend whilst he collects his possessions.
