I can't find anything online and the notes are useless.

Basically my out of time statement on a pcn has been rejected.

What order do I wish to file? Is it to overturn the rejection? What do I need to put so the bailiff doesn't come in the meantime?

So complicated

DH got 4 parking tickets while I was in hospital having DS2. He had a parking permit but it had fallen off.

We appealed tickets but the appeal was rejected as, although they admitted he had a valid permit, they claim it wasn't on display.

However we moved house in the interim. Council had our new address (we appealed from there) but all correspondence was sent to our old address. Heard nothing until a month ago and now bailiffs now demanding £1,400.

Filed TE7/9 but that was also rejected (apparently councils reject them automatically I've heard) so have to file N244.
