Why do National Savings only sell fixed and interest linked saving certificates every so often?

The first few years of the DC's being born / birthday / Xmas money was put into NS&I saving certificates and I'm waiting for the next batch to be released so I can put some more money away for them.

Why do they only sell them so often, is it a certain amount on sale or due to economic / interest rate fluctuations?
