Low progesterone, positive OPK's not sure what's next

Ive posted in the conception boards before about my cycles etc but feel i should move over to this board instead.
I've been off contraception for coming up to 3 years. We haven't been trying all of that time, but haven't taken precautions either. Never been any sign of a pregnancy.

Ive been tracking my cycles this year using fertility friend and have recently started using the Clear Blue Advance OPK's.
Last month I was sent for a day 21 progesterone blood test which came back as 16 which I was told was too low and didnt show I ovulated. My cycle that month was 31 days long so the timing of the test was wrong.
GP asked me to repeat the test this month. I argued with her as to when I should have the test given I rarely have a 28 day cycle but she stuck to her guns and said day 21. I had it taken on day 24, 7 DPO and am awaiting results.

DP has had semen analysis which is normal.
Ive had a TV ultrasound which was also normal.

GP has said next step is fertility referral as she cant do any more and wont prescribe anything either.

I feel really deflated. I dont know if I should be doing anything different.
My cycles vary in length month to month. This month I had a peak OPK exactly when I expected but no obvious temperature rise and Fertility Friend has now had a meltdown and cant pinpoint ovulation.
I feel Im doing something very wrong somewhere and Im really worried about fertility referral.
Any advice or words of wisdom?
