GP won't refer me to a specialist for clomid/metformin

Hi, I am hoping someone can help with some advice. I am 31 and my Partner and I have been ttc for 13 months. 21 day progesterone tests have come back showing no ovulation and low progesterone. Prior to this private ovulation test kits showed no ovulation and after blood tests still showing no signs of ovulation. Ultrasounds showed no signs of fibroids or cysts but I do feel that I have many symptoms of PCOS. My GP said I cannot be referred to see a specialist for a Clomid/Metformin prescription until it's been over 2 years of ttc. The NHS guidlines in my area state we can only be referred for IVF treatment after 3 years of ttc but I can't find any guidance on what my rights are for being referred to a specialist just to start the initial stages of trying clomid/metformin. Can anyone help with this? Surely it's not a 2 year NHS wait for medication that may be all that's required and not full IVF procedures??

why don't you just see a different gp?

I'd see another GP, I think your gp is incorrect. The guidelines are normally wait X amount of time before referral UNLESS there's a confirmed problem when you are referred earlier. If you're not ovulating you have no chance.
