But my reading of it was that he was acknowledging that it was an outrageously large sum of money. I really don't think it was a distasteful joke, I think it was an off-the-cuff jocular remark which indicated that he was aware it was a lot of money and he went on to say that he wrote very quickly and it was their lookout if they wanted to pay him for that. He obviously isn't suggesting that it is an insignificant sum of money - after all it is considerably more than his salary as mayor.
