Really depressing.

It does sound as though it was "care" done cheaply and without enough care. How awful that it does this.

yes, really awful, but not that surprising ( I worked in a few residential establishments around that time) this is why we need Every Child Matters, Ofsted, a children's commissioner and the convention on the rights of the child....all the things that the 'pc gone mad' crew moan about. A culture of respecting childrens and adults rights is the only safeguard, IMO.
