So they hired private security guards to protect women and children, and end up arresting 2 female children?

Be wary of any man attracted to a uniform who shouts that he is "protecting women and children". We saw them in balaclavas in various port towns over the summer and the main reason for the face coverings is to hide long rap sheets of DV and abuse.

Of course it is still a crime. Indeed, parliament recently passed a law which will, when it comes into effect, increase the penalties for low value shoplifting. However, only around 20% of reported cases lead to anyone being charged, mainly due to limited evidence.
