What the hell's this "dumping at school" thing all about? (same article)

Is he referring to people who use breakfast clubs and after-school clubs? Working parents, in other words? Who should presumably say to their managers, "Oh, sorry, I've got to cut short our afternoon meeting because I have to get to school."

aha .. it has been updated since initial posting and is now an article on a number of things

the dumping at school is new

I have to say that I can't understand how the Headteachers union doesn't want SATs, the teachers unions don't want SATS and I have yet to speak to a parent who wants SATS

where do they get this 'parents wants SATS' comment from? .. it's the governmental beancounter who wants sats
