They import some from Canada as well, I think sometimes these agreements are political trade agreements usually some mutual benefit. Location issues getting west or south coast oil and gas to east coast. Type of oil as well sweet vs sour, heavy and light. Refined or unrefined.

Land locked Alberta has a hard time getting its oil to market. The US state of Michigan prevents us from deliveries to the east. Environmental activists seem to think transporting it by rail is safer than pipelines (it’s not). Several provinces have said no to further off shore sites….
Oh and Biden got elected on a promise to reduce oil and gas developments hoping to increase renewables.
Meanwhile electric vehicles trucks no where near ready and cars impractical for the massive miles between cities.

Shipping LNG in tankers is much more expensive than simply pumping it through pipes.

thats not true theres tonnes of hidden nodding donkeys in California behind fake building fronts and things so the residents dont see them and complain about eyesores.
