So how do they know about the other third?!?!!?

This has been bugging me since I heard it on the radio this morning - someone tell me!!!

I would guess it's estimated based on surveys of young people. Much like unreported crime figures are done.

(erm, only that crime surveys aren't just on young people... oh buggrit you know what I mean!)
