The council haven't given specific details of this man's circumstances but have said spaces were available in hostels that night but that in order to safeguard staff and other guests, rules are in place regarding drug and alcohol use that mean some people are unable to access these spaces.
It's described as a "choice" which seems strange from people working with this community, as we know addiction isn't a choice. At the same time, people working in and using these facilities deserve to be safe. So what's the answer?
