This is a local news story and local people are sad/angry that more wasn't done to help by the local council etc.

The council haven't given specific details of this man's circumstances but have said spaces were available in hostels that night but that in order to safeguard staff and other guests, rules are in place regarding drug and alcohol use that mean some people are unable to access these spaces.

It's described as a "choice" which seems strange from people working with this community, as we know addiction isn't a choice. At the same time, people working in and using these facilities deserve to be safe. So what's the answer?

It's very sad. Most alcoholics and drug users can manage without for a few hours though at a time. Maybe he did refuse.
Maybe supply blankets etc? I don't know the answer but I can see homelessness getting worse.
