I am wondering if there has been some kind of threat to the water or chemical threat. Bit worrying to read and thinking not such a bad idea to have an emergency supply anyhow.

It sounds like they already have done this for a number of years, but not sure why they are stepping it up.

Just seen this! I live in Germany. We have mostly beer in our cellar - some tinned tomatoes and pasta, that'll probably do...
I think the current provisions are under review, so it gives them the opportunity to float new ideas. I suspect it's just a wish to be seen to be Doing Something about the terrorist threat from ISIS etc.
