The Moroccan press has reported that the majority of street children around Stockholm station are Moroccan. find it very hard to believe that many street children from Casablanca or Tangier, however resourceful, are going to have the money to pay people traffickers to get them to Sweden, and I cannot see how they would get as far as Stockholm unless they are deliberately being taken there by criminal gangs. It certainly seems as though they are being exploited by criminals once they get to Sweden.
Very few asylum claims from North Africans will be accepted (only 4% in 2015), but it has so far been very difficult to deport minors even if their asylum requests are turned down, if there are no adults in their home country to look after them. Morocco has now agreed to take back those who are actually ascertained to be minors (many lie about their age, and so may not be "children" at all), in exchange for Sweden providing help to Moroccan civil society organisations working with them:

The people benefiting from all this are the people smugglers and other criminals.
