and the police were phoned, whose duty is it to investigate a crashed car if it isnt the police?

It's a terrible thing to happen but if the emergency services make cuts and expect one person to be able to do the work of three or an newly recruited agency person to be able to do the work of someone with years of decent training then this will happen. People will die. Lives will be ruined.

If the person reporting did phone 101 rather than 999 as aprilanne says, it does suggest that they didn't think it was urgent and they were reporting seeing a car rather than witnessing a crash.

Those poor, poor people and their families. I do so hope Lamara was unconscious and unaware of what was happening.
