Seen briefly on the lunchtime news, and this is what the Beeb has on its website so far.

Rumour here has it it's someone who failed their HGV test and is taking it out on the HGV agency whose offices are the the 5th floor.

Man arrested at 3pm ish. I suppose the reasons for his actions will become clearer idc. Very glad that no-one was hurt, especially when all that stuff was being chucked out of 5th floor windows.
