Health bill - risk register (the one the govt. is hiding) has been leaked

the health reforms risk damaging the NHS response to emergencies and could be a financial nightmare, according to the risk register drawn up by civil servants. Ministers have refused to publis the risk register, despite being ordered to by the Information Commissioner, a ruling upheld on appeal by the Information Tribunal.

The leak is the draft risk register - we don't know whether the final version is any different, as ministers won't publish it.

Outrageous that they hid this information from Parliament and the public while the bill was going through. It gets Royal Assent today or tomorrow, so short of the Queen deciding to provoke a constitutional crisis, it's too late to do anything about it, sadly.

Unfortunately, the link within the article to the leaked document doesn't seem to be opening for me, and without seeing the format of the risk register, it's difficult to make any assessment of it. A risk register is meaningless unless you have both the likelihood of the risk occurring as well as the description of the risk, and the article totally overlooks this vital aspect.

If anyone finds another link to it, could they be kind and post it? Thanks.
