Im looking for some thing to use to display some things (an outfit worn by a baby) for a friend of mine - how / where do I start.

Do I need to buy the sort of frame the is suitable for decoupage?

I think you need to get what is called a box frame. This means that there is a gap between the back of the frame and the front of the frame so that there is room for a 3d object inside. If you need to have one made you should ask for a box frame.
