How do I clean a nursing chair?

It is filthy, tried scrubbing with laundry detergent and then mopping with kitchen paper but it does not look any cleaner.

Why oh why does it have fixed covers?

Do I have to hire a steamer or will more elbow grease do the trick?

What is the material/fabric that it is covered with?
Have you tried a tin of car upholstery spray cleaner? They are quite good. It is a thick foam that you leave on for a while and wipe off.
Bicarb dusted on then hoovered off gets rid of smells.
