How to stop external taps freezing/bursting?

You know, the ones on the outside of the house for gardening etc? (Bellissima read that article in paper this morning about a v cold winter). Or is this a property/DIY question (DIY and DH not being an easy association..)

We have insulated covers on ours. I think DH got them from Homebase.
They just slip over the tap and the pipe.

I've just asked DH and it turns out that our insulated covers are in a bag in his shed as he forgot to fit them!
