Rust on buggy wheels

Any good tips to get rid of it? I've got a Mothercare Urban Detour, not sure of the exact make but it's from 2005, has served DS and DD perfectly well and I'm happy to stick with it when we have DC3 next summer, but the metal wheels look a mess!!

A few people have suggested a wire brush, but I've tried this with no success. Any other ideas gratefully received! Ta x

wd40 and a plastic scourer...problem is if it's not surface rust you're looking at either replacing wheels or using an anti-rust paint (like you buy for cars).

When my bike gets rust spots on it I use T-cut on a duster to clean them off it works a treat. It might work for your pushchair too?
