How to keep towels soft and fluffy?

I don't use fabric conditioner on them but unless I tumble dry my towels they end up cripsy. Any ideas?

I tumble for 3-4 minutes then hang to dry. Use those lumpy balls that go in tumbler. Don't dry on radiator. Mine are always soft
