Flaking metal window frames...

We have original metal window frames in our block. They are from the mid-1950s and we are due to get nice new ones (at some point).

My problem is that the paint is flaking off in huge chunks (worse inside for some reason) and they look crap. The last time we had it done they were stripped back to the meatl and painted with 'special' paint (or so the builder told me!). The paint seems to last 2 years then just drops off. I can't afford to keep having them stripped and redone. Does anyone know if I can just sand down the flaky bits and repaint (and repeat when necessary until we get the new ones) ot do I need to take a deep breath and strip the whole lot?

Im not sure about this but if you are going to get them replaced anyway why not try a section of a small out of the way window and see what happens. If it is a total disaster then you can strip the whole lot!

Sounds like the builder didn't prime them properly last time .. hence the flaking!
