Fountain pen ink on a formal shirt - grrrrrr

Any ideas how I can get this off? I tried dabbing off with cold water when it was first stained but it still has marks. I am thinking vinegar?

I would try Vanish pre wash spray, thats normally pretty good. And if you can find any sun (ha!) to peg it out in, so much the better.
