net curtain drops..

I have quite short back bedroom windows, which are overlooked, hence wanting nets.. however they seem to be in between drop sizes (am also on tight budget and can't sew for toffee). So, is it better to have them covering the window but scrunched on the sill, or clear of the sill but not fully covering the window?

How about the latter, except instead of hanging them right from the top of your window, hang them a few inches lower so that they just touch your sill (or slightly above)? This way, the bit not covered by the net will be right at the top (which I am guessing is that least easy part for people to look into?).
