Tesco delivery late

Well it will be late if not here by 9pm!

Novice to this online delivery melarkey, can I ask for a refund or something if it's late? Can't see anything on the Tesco website to say

Phone the Helpline and they will offer you half the delivery charge, but insist on a full delivery charge refund and they'll give it to you.

Say something like 'I'm only trying out the service and I'mnot very impressed'.

I hope it's just late and they haven't cancelled it
